Yet the home the Step Father's disability check was being sent to wasn't interviewed to see why they hadn't expedited the return of the money.

These appear to be people that are on fixed incomes and their incomes shouldn't have changed, therefore the monthly bills should have been covered previously, while the Step-Father was under supervised care, so why not now?

To be brutally honest, our family is in a similar situation. Retired, on a fixed, virtually guaranteed income, so this sort of thing doesn't change our bottom line, only our daily routines.

I think people would have to know a lot more about the Haislip's situation before I'd blame the big bad power company. Especially since it's a small co-op with limited resources and relying on member's contributions.

Didn't Gov Cooper issue an executive order that power and water can't be cut off for 60 or 90 days?

Yes. However, Cooper issued that Executive Order on March 31st, and the disconnect in question occurred on March 27th.
