My gut feeling is that the Kenly town council hired this town manager specifically to pressure the police chief out, but it back fired because they lost the entire force with him, along with a few others.

Everybody is replaceable, see Ronald Reagan…he fired damn near every air traffic controller…over 10,000 in one day and band them from being rehired. You go gurl, clean house like Reagan
THat said, writing the Police Chief up for tardiness for not being at his desk at 8:00 AM despite being in the building, and writing him up for socializing with citizens of the town (in a town of 2000 people) is indicative of either an extreme personal bias against the man, or the uniform, AND a clear misunderstanding of the dynamics of working in a small town.
And if you read the details of Jones' former lawsuit against Columbia SC, it doesn't cast her in a good light either.

In most organizations a manager that had that happen to them would be relieved as well. It's demonstrative of poor leadership.
