quick question: I am considering a move to NC.. When a new resident applies for a NC driver's license does he/she have to retake written/road test or is it like most states where you just trade in your old DL for a new one?

written and vision test will be required
road test is up to the examiner.
the vision test is also the road sign test.

And all that is the easy part, you have to prove with all sorts of documentation who you are, and prove your citizenship.
