I'm sure this is based on residency, and while Buncombe is below the national average, neighboring counties are high, closing in on 2X the national rate. Keep in mind that many from these counties work in Buncombe County. If anyone local works with more than a hand full of people, I'm sure that co-workers live in McDowell, Madison, Haywood, etc. My wife's office is about 25% from other counties. My barber, my dentist's assistant, etc. all commute from neighboring counties. Tells me it is really tough in those counties.

Likely the case in other counties like Wake, Durham, etc.
