hello - I am still waiting for my "pull forward" to go thru for my year 1 tier 2 benefits. Was initially supposed to process last Tuesday - did not, and then today - it appears, based on me viewing my claim online - did not. Is this normal? I went down to my local office and was told that apparently the claim person there forwarded it to someone else... but it still had a code, or something attached to it that prevented it from pulling forward. But all along, I've been assured that the funds are showing, and I am eligible. What else can I do - besides just wait? Also, can someone please go over how these 99 weeks of total benefits are made up (I know 26 wks of reg UI, 20 wks of tier 2... but how do you get to 99?). And does the 13 weeks of reg UI for benefit yr 2 which I rcvd help make up that 99, or is it on top of it? Thanks!!

not feeling all that optimistic now.
i am $130(!!!!) shy of my total Year 2 wages being 1.5 times the highest quarter. only 2 quarters in Year 2. and i never even finished Tier 1, Year 1.
but i have a feeling Year 1 will be closed off to me now that i got Year 2 benefits for 13 weeks.

but how you get to 99 weeks when you have to file for a Year 2 after 52 weeks is something i'm not grasping.

there were/are certain deadline/cutoff points in the timeline. i think a lot of the 99ers lost their jobs in 08.

i found a job for a period of Year 1, so i had a total of 39 weeks of EUC in Year 1.
in Year 2, 13.
currently winding down the 10 weeks of EB i qualified for Year 2. not 20, but 10.

your scenario is similar to mine, except i was in the middle of my yr 1 tier 2 benefits when my yr 2 reg benefits of 13 wks kicked in. i just rcvd a call today from my local office advising me that the pull forward of my yr 1 tier 2 benefits have (finally!!) processed. she says i should rcv the first check shortly. good news, but when i just checked my online claim info, it does not reflect the processing. we shall see. but based on what you say rlincoln, your resumption of yr 1 tier 1 should not be closed off.

i think a lot of the confusion i have had, is that email correspondence i have had with an ESC rep has seemed contradictory to info on this forum. or at the very least, their use of terminology is confusing and self-contradictory.

ex:
"The only way that extension funds can be pulled forward from your prior claim is if you did not qualify for extension funds based on your current claim. You have qualified for an extension on your current claim, so no money will be pulled forward from your prior claim."

the "extension" i qualified for in Year 2 is EB. there's been no determination of what federal Tiers i might get for Year 2 yet, so how is "so no money will be pulled forward from your prior claim" true?
if they're saying they already know (in their head, or onscreen) that i qualify for EUC for Year 2, then why not just say so? i dont think i will qualify as i'm just shy of 1.5. i can multiply just fine, its on my resume'.

do NCESC personnel get locked into STATE money, the EB, ONLY, in their head, and not have the mindset to talk about federal money? does "so no money will be pulled forward from your prior claim" refer to only the idea of pulling forward Year 1 EB? dont they understand all we care about in the end is IS there another week coming or not, State or Federal.

they arent careful with the terminology. it ties in with what i said before about the correspondence they send out. i was clearly in a federal Tier after 26 weeks of UI, and yet they cant just say...Federal Tier 1 EUC somewhere on the letter, somewhere anywhere. whats the secret?

I respectfully disagree. Don't forget, all of us who are able to collect are doing so because our employers paid into unemployment insurance, as part of the total cost of hiring us. For myself, I have worked since 14 and am 43 years old. I was laid off in September for the first time in my life, in the last layoff the company had, which brought it down to basically the Principals of the firm only. I was there for 15 years. That money that was not paid to me directly, but was part of the cost of hiring me, for almost 30 years, unlike those who worked under the table and were able to get more money directly from the employer. Plus I worked 2 and 3 jobs in my twenties. Yet someone who has worked for 1 year can get exactly the same benefits as me. Where did all that money go??

And regardless of how long people have been laid off, if the economy does not support enough jobs, we must take care of our people. If there is 1 job for every 5 people, and there are 15 million unemployed, 12 million will not be able to find work. 12 million people. And the statistics don't say "there's enough work for people, but it will be at fewer hours or lower paying jobs." Those jobs that are available ARE predominately lower paying or part time than the jobs that have been lost, and still have that level of competition for them. Jobs simply aren't out there in the number needed to put all these people back to work; people that have obviously chosen to work before or they wouldn't have had UI paid into for them and be collecting in the first place. The jobs losses are now the greatest we have seen since the great depression; some say greater than even then. People who have paid into the system for decades through taxes and UI should not have to lose their houses because those in government allowed a regulation free system to collapse our economy. There are people living in tents or cars because of this economy: do you really believe that most people would chose to lose everything rather than work? There are obviously always those that will take advantage of the system, but painting every 99er with that brush does not do justice to the difficulties faced by many older, more experienced workers who are not even considered for the jobs out there because the employers don't want to hire someone overqualified who may leave when the economy recovers. Never mind the fact that there are always those prejudiced towards younger workers, for a variety of reasons. In fact, many online applications use questions like "what year did you graduate?" in a clear attempt to discover one's age, even though an employer legally has no right to ask. Until we bring back the economy, a lot of middle-aged and older workers are falling right through the cracks, due to causes outside their control. We must not forget them. Thank you for listening.

You need to contact someone at the local office again and have them make sure your claim shows a "monetarily ineligible" for Tier 1 EUC on your "0" record (current benefit year). According to my regional claims specialist, the pull forward programming, a manual program run once per week (and it did run last night) looks for that "monetarily ineligible" for Tier 1 EUC and if it doesn't find that on the current claim, it won't identify that claim for a pull forward. If it doesn't show the "monetarily ineligible" for Tier 1 EUC they need to perform an A1 transaction (OLD BYB NEW BYB REDETERMINE ALL YES) to make that happen.

99 weeks - Folks only qualify for up to 99 weeks of benefits IF they qualified for the maximum 26 weeks of regular UI. Anything less than 26 weeks of regular UI will translate into less weeks of extensions, thus less than the total 99 weeks. But here is a rundown of how the 99 weeks if someone qualified for 26 weeks of regular UI:

Regular UI - 26 weeks
Tier 1 EUC - 20 weeks (actually 80% of the original claim duration)
Tier 2 EUC - 14 weeks (actually 50% of the original claim duration, plus one week)
Tier 3 EUC - 13 weeks (actually 50% of the original claim duration)
Tier 4 EUC - 6 weeks (a percentage of the original claim duration)
EB - 20 weeks (80% of the original claim duration)

Keep in mind too, that some folks won't qualify for EB, so they may not get EB even if they've qualified for the maximum 26 weeks of regular UI.

Hi again everyone.

I have a question about the passing of the extension bill.
A little rundown first.
I completed my 26 weeks of regular UI, the 20 weeks of Tier 1, began Tier 2 but after a couple weeks on Tier 2 I started a new benefit year of 13 weeks. Then I automatically pulled forward and received the remainder of Tier 2. Once it was exhausted (last payment was June 27, 2010) I got a message that my Benefits Exhausted. My Status shows Unknown.

Now on to my question... Since the passing of the extension bill, will Tier 3 begin for me automatically or will I need to call in order to start receiving benefits again?

Each week since I exhausted my Tier 2 benefits, I have logged in and clicked on the File Weekly Certification. Of course at this point I get the message about my Benefits Exhausted. I have only been logging in for the record. I don't know if I needed to be doing this or not, but figured it couldn't hurt to do it.

Not exactly sure what will happen, whether Raleigh will run special programming to re-open all affected claims, or whether consultants in local offices will have to manually key in weeks to bring claims up to date. Also not sure if they'll require everyone to bring in work searches to substantiate paying the back weeks (if folks weren't continuing their work searches even though they weren't receiving benefits, they may not be eligible those weeks). They did not require this in November when Tier 3 and 4 payments were paid retroactively, but folks are still reminded to keep up their worksearch to continue their eligibility. Some folks are of the belief that if they're not being paid, they don't have to do the worksearches. But eventually those weeks could be paid retroactively, so the worksearch needs to have occurred.

I had just read something on Yahoo News, also, that in the article about the extension, some person from ESC (who I don't even recognize his name) stated that it would take NC 2-6 weeks to get payments made. I hadn't heard this and thought it would be similar to the other times they extended the phase out date, where it took 2-4 days. Hopefully he's wrong. It's not a NEW extension they're implementing, just changing the date in the system to allow the program to resume! But I really can't say. I don't work in the IT Department so I don't know I guess.
