Good luck with your choice and be prepared that some landlords won't rent to a Sec 8 voucher. Here's the Raleigh Housing website Raleigh Housing Authority I think a 3 bedroom will get you about 800 a month but the wait list is over 2 years now.

As urbancharlotte said, in Charlotte $800 a month will not get you a 2+ bedroom house in an area with low crimes and good schools. You would need a budget of at least $1000 to get into a good but not the best area. You may be able to find an 2 bedroom apartment at that price. From what I understand it is hard to get section 8 housing in Charlotte. There is a long waiting list.
Raleigh would probably be better for your constraints based on housing and schools.
