Is it still possible to purchase land and develop housing in the Williston, Watford City area?
Yes and no. Nearly all city lots in Williston are built on. New developments must have water, sewer, curb, gutter, and lights put in. The city limits have expanded but not nearly enough. Look up granite peak development out of Casper, wy and see all that they have done and have planned.
Yes, and no. The boom has hit, any chances of "getting in early" are gone. But with that said, there are still opportunities. BUT you better have CASH, because most N.D. bankers are gun shy when it comes to the oil patch. Too many got hung out to dry in the last boom / bust.
There is some land by Watford City, it's only 12,000 an acre, so not too bad! Look in the Shopper.

I thought I read somewhere that some of the mancamps have taken on this stuff for themselves, thereby alleviating the need for access to town systems. Do you live in North Dakota? If so, do you know anything about this?

This is accurate. In fact, the water over by Hagan keeps getting shut off because they're trying to amp up the pumps on the west side of town for all the new development.
They're also working on trying to expand the water treatment center for Williston but it requires the consent of the Corps since they will be testing some of their land. This is just in the beginning phases so it'll be awhile before anything is even done.
It'd be great if people could invest and build even more up here, but realistically the infrastructure is completely maxxed out and it's going to be awhile before it catches up.

Where I live, we have rural water available which comes out of Williston (same water they use in town out of the Missouri). For a while, they weren't taking new customers west of town because of capacity issues. They've recently increased their pumping capacity, but more overhead water towers need to be built and are in the planning stage.
I had several water outages this year because of some large customers using lots of water at one time and also for the upgrades like you mentioned Lisa.
My only other alternative was to have a well drilled (likely would have to go 350 feet deep). The expense of the well was way beyond the cost of hooking up to the rural water system.
Yep, everything is at capacity including electricity. But there is lots of electric upgrades going on and more on the drawing board.
