What is Wind Chill?
It is the temperature it "Feels like" outside and is based on the rate of heat loss from exposed skin caused by the effects of wind and cold. As the wind increases, the body is cooled at a faster rate causing the skin temperature to drop. Wind Chill does not impact inanimate objects like car radiators and exposed water pipes, because these objects cannot cool below actual air temperature.

What is Frostbite?
Frostbite is an injury to the body caused by freezing body tissue. The most susceptible parts of the body are the extremities such as fingers, toes, ear lobes, or the tip of the nose. Symptoms include loss of feeling in the extremity and a white or pale appearance. Medical attentions is needed immediately for frostbite. The area should be SLOWLY re-warmed.

What is Hypothermia?
Hypothermia is abnormally low body temperature (below 95 degrees Fahrenheit). Warning signs include uncontrollable shivering, memory loss, disorientation, incoherence, slurred speech, drowsiness, and apparent exhaustion. Medical attention is needed immediately. If it is not available, begin warming the body SLOWLY.

Tips on how to dress during cold weather.
- Wear layers of loose-fitting, lightweight, warm clothing. Trapped air between the layers will insulate you. Outer garments should be tightly woven, water repellent, and hooded.
- Wear a hat, because 40% of your body heat can be lost from your head.
- Cover your mouth to protect your lungs from extreme cold.
- Mittens, snug at the wrist, are better than gloves.
- Try to stay dry and out of the wind.

Advisory
(Abbrev. ADVY)- Highlights special weather conditions that are less serious than a warning. They are for events that may cause significant inconvenience, and if caution is not exercised, it could lead to situations that may threaten life and/or property.

Watch
A watch is used when the risk of a hazardous weather or hydrologic event has increased significantly, but its occurrence, location, and/or timing is still uncertain. It is intended to provide enough lead time so that those who need to set their plans in motion can do so.

Warning
A warning is issued when a hazardous weather or hydrologic event is occurring, is imminent, or has a very high probability of occurring. A warning is used for conditions posing a threat to life or property.

Storm
Any disturbed state of the atmosphere, especially affecting the Earth's surface, and strongly implying destructive and otherwise unpleasant weather. Storms range in scale from tornadoes and thunderstorms to tropical cyclones to synoptic-scale extratropical cyclones.

Blizzard
(abbrev. BLZD)- A blizzard means that the following conditions are expected to prevail for a period of 3 hours or longer:

Sustained wind or frequent gusts to 35 miles an hour or greater; and
Considerable falling and/or blowing snow (i.e., reducing visibility frequently to less than ¼ mile)

Excellent information. Thank you for posting all of that information.

I'd like to add that machines don't 'feel' wind chill. If, in your example, the temperature is 0 deg and the wind is blowing at 15 mph, the wind chill is -19. Your automobile won't be any more difficult to start at that 0 deg with no wind as it will at 0 deg with 50 mph wind blowing.

I hear it all the time that machines 'feel' wind chill just like humans, but they don't.

Of course, an engine exposed to a 15 mph wind at 0 deg will be more difficult to heat up, but that phenomenon is not wind chill it is forced convection.

Both wind chill and forced convection are mitigated by simply blocking the wind ( cloth, cardboard, etc. ).

If you like downloading huge quantities of data into spreadsheets and making graphs with them, you can find historical average high/low and record high/low temp, precip, etc.

I'd like to add to the webcams listings. It's hard to find good webcams. There are so many bad links, webcams that don't have current stuff, etc.

If you click on the ND link on this page - http://www.wunderground.com/webcams/ - you get nine updated cams from around the state. I clicked on some of these and this looks like a good way to get an idea of driving conditions.

These are some more of what I found that appear current and not some archive photo from last year.
( If others find that they are bad - post a nastygram or something. )

Hi there from NWS Grand Forks ND

Just wanted to pass on that a change in the weather is very likely as we head into early December....expect a significant cold air outbreak....especially hitting northwestern ND....Thu-Sat period....with lows of -30F possible. A period of snow and wind very likely as well in that Williston-Minot area northeastward into Manitoba.

You mean I have to put on my long sleeve shirts? hahahahahha I was looking at the forecast and it looks nasty.

So...if one's school district does not have regular school buses and one is therefore constrained to drive one's kids to school, and it's -20 at the car won't start...hopefully that's a reasonable excuse for missing/being late to school?? *eyes unheated garage and lack of any outdoor plugs to use with an engine block nervously*

yes on bad weather days schools are lenient with being absent

Weather alert....likely blizzard to develop late today and more so this evening in much of North Dakota....esp eastern half. Like last Saturday not much new snowfall...but winds will ramp up with gusts to 45 mph for a few hours giving blizzard conditions. First along the Manitoba border north of Minot mid afternoon then spreading southeast from there reaching southeastern ND by late evening.

Very cold wind chills Sun-Mon in the 50 below zero range (using 2001 formula)
