Check realtor.com, zillow, and Bismarck - Mandan Board of Realtors to look around at housing prices.
We live 10 miles outside Bismarck-Mandan on a gravel county rd and have almost never been snowed in in 10 years. You will want to have a good, high, 4WD if you live outside of town and even those can get stuck BUT it's *nothing* like Idaho. You can live in a town like Bismarck and still feel like you're in a small town since you've been in the Bay Area so long. When you get an idea of where you might go, take a little trip to the area and check it out.
The cost of living is generally lower here but some things aren't lower than Cali. Don't take those cost of living calculators at their word online. Add a bit to your ND side. You'll need it probably for a few things like snowblowers, automatic car starter, fresh produce, etc...

Are you in Idaho or North Dakota? I definitely don't have the right kind of vehicles.
