Why are so many towns all over North Dakota so prone to flooding? This includes many not touched by creeks and rivers. I was especially curious about why Napoleon is assigned a high number for flood risk (and therefore natural disaster overall) on City-Data.

Mostly because it's flat. The water will travel a long ways.
Im in the weather forecast world and I dont know where stats such as those come from. Probably come from a county database....so if you part of the county had some storm issue then all towns in the county would show up. Flooding issues are less than in many areas of the country...as we dont often get the tropical downpours as in the southern US. We are prone to snowmelt river flooding, not every year, but some years. The period from the 1997 to 2011 had quite a few flood events along the major rivers, such as the Red, Missouri and Souris. Caused mostly by snow melt flooding along the Red River, and more so due to late spring heavy rainfall in addition to snow melt from a month or two before.
Most major cities along the major rivers have flood protection, so flooding from the river mostly would cover farmland and not actual towns where people live.
Thanks for your response. I'm aware of the dominant reasons for major floods, but still find it curious that so many places towns not on sizable waterways receive such high numbers in the flood department for natural disaster rankings on City-Data, which is my primary source for this information. Perhaps your observation about the database reflecting other parts of the county of interest largely explains it.
