If we are talking about the drought in North Dakota, then I can offer some comment. I was there in June and then again in July for a couple of days. Everything was still green (Bismarck area) and there was no superficial evidence of there being a drought. It did rain on one day and people said that they needed more. Everyone was very concerned about the drought and I was told that last winter there was hardly any snow.
Since ND is so reliant on its agriculture then a drought is a big deal there. I hope that it ends soon and the farmers get all the rain that they need.
