I don't know what you mean as far as "Western Influence" and I don't know what you want in terms of outdoor recreation, but for me it would be Bismarck for all of them except "Western Influence."
I'll preface this by saying I've never been to Dickinson but Bismarck seems midwestern to me.
The recreation? I'd give the edge to Bismarck given closer proximity to the Missouri River/Lakes.
Amenities and Employment? Bismarck is bigger, and it's the state capital. Crime? Bismarck has more in theory, but it wouldn't scare me away.
