The BEST use for old tires is to chop them up and use them in asphalt instead of gravel. This makes for a quieter road surface that lasts almost as well as regular asphalt, has naturally better traction especially when wet, doesn't wear drivers' tires out as fast, and gets rid of the tires without having to burn or bury them. There's some hassle involved in extracting the steel belts, but since few tires use steel anymore this is a shrinking issue.
