You can go into the office and ask the secretary for a property line waiver because you might put up a fence and wanted to have your neighbor sign it and then walk out, be non specific. Its the way to avoid having to get a variance or have a zoning hearing with your neighbor. Otherwise if they are ok verbally you can write one up yourself and have it signed by all parties involved and notarized..Thus avoiding even going down to city hall.

Don't go to the city....Means don't get them involved in the process at all if at all possible. I asked my neighbor, she said she was cool with the fence and it went up in two days. 91ft of it over a weekend.

You know what the city is like and how inept the departments are.

Thanks for the clairfication, I was just a bit confused. I have heard nothing but horror stories when it relates to doing anything with the city. I do want to avoid any involvement with them if at all possible. I think it is insane that when would have to deal with the zoning board or a variance for a simple fence to keep our dog in our yard.
