Your system would call a central station if something sets it off (window/door open, temperature fluctuation out of the norm, glass break, motion sensor activated, smoke or heat). These all depend on what equipment you have installed. The central station would then call whoever you have specified to call, whether it is the local or state police or you. It sounds to me like there was some miscommunication for it to have taken that long for them to respond. Vector has it's own patrols that drive through the developments, but I'm not certain if they also respond to alarms or if the state police have to do it.
