I'm not. You just can't be nice to some people. They look at it as a sigh of weakness.

If you're going to do this I HIGHLY recommend putting a security camera up that is capable of providing a VERY CLEAR image of the spot in question so that in case of any retaliation you have proof of who did it....I guarantee you they will not be happy and will seek some form of vengeance if you do what you plan on doing....so best to be prepared than be sorry later....also you might want to put 2 signs inside the car on the front dash and the back window stating "Smile!! Your on candid camera!!"....my wife's sister in CT did this and they stopped doing the same thing in front of her house and she actually has security cameras all around....granted its in Waterbury, CT which is a dump anyway but you get the point....IT WORKS!!

That is not a trait exclusive to NEPA! Most of the people I see parking in the handicapped parking spaces are not from around here. Actually all you have to do is watch all the young drivers that park in the fire lanes at any mall; look especially in front of smoke shops and liquor stores. That is the same crew that is taking handicap parking spaces.

Of course a lot of this falls on the back of enforcement. If there are no crackdowns; people will continue to break our laws.

Years ago I was cited for parking in a handicapped zone. We were taking my MIL to the Allentown Mall and she was legally blind and their car had handicapped plates but we took our car. My wife was with us and she had a broken foot and was on crutches. So, I figured wrongly, that who would question us with the crew I had with me (our car obviously did not have the handicapped plates). After we saw the ticket I took my crew to the police station and was told that I still got the ticket because of no handicapped plate. Arguing: 'the spirt of the law' fell on deft ears.

I once got a ticket for parking in a handicap spot, though my mother had brought her hang tag. We went to the police station the next day. It was dismissed, but the officer at the desk was a real wise guy.
