Yes, it is sad that the economy is taking such a toll on all of our lives but to put another shelter, which does attracts out of town, not so desirable people, is not what this area needs. So you are sure that if another shelter is bult that it will be full of out of towners? These kind of people? So who deides if they are hard working people of just those pesky out of towners? Who decides if they can come in or have to stay out in the cold?

What exactly constitutes an "out of towner"....If they are from say Bloomsburg and now live in Wilkes-Barre are they out of towners or are you just refering to those from other states?
