What exactly constitutes an "out of towner"....If they are from say Bloomsburg and now live in Wilkes-Barre are they out of towners or are you just refering to those from other states?

Who exactly are "These People"?

Your words not mine.....Sounds pretty biased to me and I didn't even have to turn any of those words around, they are yours and yours alone....

In a perfect world there would be no need for shelters because there would none of "THOSE PEOPLE", right?
