Uhuh.... well just for fun I asked my friend Google and found some interesting sites. Draw your own conclusions about the data. Much of it is based on 2006 but the last pointer is to FBI data from 2008.

The climate data over many years looks like the monthly average temp varies between 4 and 10 degrees. The biggest variation is in the coldest months. Roanoke also gets more sun and less rain. Here is one link, I am sure there are better ones.

It looks like crime between the two cities is basically a wash. But it still looks like winter would be a lot shorter and more tolerable in Roanoke. Winter is the biggest negative to life in NEPA. It is way too long.

My son lives in roanoke. i've lived in the scranton/wilkes barre area for more than 30 years.
Roanoke's weather is better. Cost of living is better.
It's a very walkable city, and there's public transportation. Greenways, easy access to outdoor activities. Mountains and water. It doesn't snow much in the city area, and if it does, it disappears pretty quickly.
Cost of living is even lower than it is here. The unemployment doesn't seem to be as bad as it is in this area.
It's neighborhoods are mostly sidewalk neighborhoods, and the public transportation seems to be very well laid out. The violent crime and flooding problems in the wilkes barre area, along with the drug dealing and slumlords (which are being worked on but not fast enough) would make me choose Roanoke. The folks are lovely, too. Even friendlier than friendly northeast pa.. But that's my opinion. I'm originally from nyc and turned into a nepa country girl. I might move to roanoke myself. It's a high tech and medical career center and i'm impressed with the ease of attaining employment, along with the educational opportunities. Along with Pittsburgh Pa., frequently listed in Sperling's Best Places To Live and retire.

I vote for Roanoke. The winters in NEPA are just way too long for me. Good luck!
