Do you get points for going 10+ over? I have a Georgia licenses and not fully a Virginia resident just as yet

Yes, of course you get points. They will assign points in your name at the DMV and they will probably show up on your license once you switch it to VA. Be careful around here, VA police are pretty anal.

You'll need to call the courts and ask them. You're looking for the General District Court--Traffic Division. If you can't reach them try calling the Commonwealth's Attorney office. Some courts will only allow you to attend the driver safety course with the approval of the judge. Once completed you turn in the certificate and they can dismiss the case if this was the agreed upon thing by the judge. Taking it after the fact can reduce the number of points but if you're not a resident then you have no points against you yet.
