I agree. I also have volunteered with several rescue groups and have adopted pets through some. The clause is there because unfortunately, police departments often ignore complaints of animal abuse and neglect (I once witnessed a large dog locked in a car in a parking lot, on a hot day, called Alex. police and was treated as if I were a crazy person for telling them a dog can die of heat that rises significantly in closed cars, in a matter of minutes), and because it is unbelievable what some people do to animals. Though these people are in the small minority, the rescue group wouldn't be able to forgive itself if they had no authority to check on the animal when they had reason to believe that the animal they placed was suffering. But in the vast, vast majority of cases, because of careful screening and the goodness of most pet adopters, this clause is not used after one pet adoption visit, and as far as I know, it is never a random visit.
