Back to the OT - I don't see where the economy is in the black, from my understanding, every City/County/Jurisdiction is still struggling.

As Car54 pointed out, we are NOT in the black. The Gov. just didn't pay all his bills but is hoping you're looking the other way. That's how Illinois and other states got into trouble.

I agree--a better title for this thread would have been "Northern Virginia's Getting Closer to the Black".
