FairfaxTimes.com: Redevelopment moves forward with Crescent apartments

The county is considering increasing density from 181 units to 900. The idea is to revitalize the area while keeping "affordable" units. The current units are affordable to 60 percent of area median income.

If you've visited Lake Anne Village Center lately, you will notice that is seems like a thin film of grunge has covered all of the shops and areas. Not literally but it just has the feel of a faltering, graying, area, which it is. It is a great location and on a beautiful site with the lake, interesting architecture, interesting history, and numerous bike paths.

The problem is that a large element of low-income men can be seen hanging out there. This includes up to a dozen who will sit on children's play areas and smoke. There is a small grocery shop that seems to be one of their central hangouts and, of course, the low-income housing keeps them there.

I mention this because there is no way that they are going to revitalize the area unless they get rid of these undesirables. Adding possible 700 units is a huge undertaking and can change the chararacter of an area. The problem is that you need people with money in order to boost the shops. You also need people who are not perceived as potential criminals or gang members, especially if you want to attract families and women. Huge malls will shut down once the perception of crime is there. The perception of seedy individuals and crime is at Lake Anne.
