When I check out Google Earth I see something like a narrow train track running through Oronoco Park. Is that correct? Is it an old track or is there still a tram or little train running? I can't find any information anywhere.

There is a train track. At the corner of Oronoco and Union Street is the Robinson Terminal and there are a couple of freight cars dropped there 1-2x a week still.

Big coal trains from Mirant were more frequently on that track. Now that Mirant is closed that has stopped. The Robinson terminal will be closed soon, too if it hasn't already. I haven't any seen train cars there for a couple of months.

That still doesn't mean that the tracks will have some usage with their new owners.

Yeah it does. For 40 years or more, the City of Alexandria has been trying to erase all evidence of it's gritty, industrial past. The power plant and the paper wharf will just about do it.
