fcps.edu is a good place to start - then look into NOVA/NVCC - Northern Virginia Community College.

I second NOVA - they have English as a Second Language courses (ESL). You will surely meet friends there and may see posts about jobs on the bulletin boards. The public school's courses are probably cheaper though. Or go into George Mason and check out their boards in the cafeteria for jobs, things to do etc. Lastly, check out Meetup.com and you can find groups tailored to your hobbies/area/age etc.

I think the best ESL classes are at Northern Virginia Community College, although ACE (Fairfax County) is cheaper (but I'm told not that good). You just go to the testing center at any NVCC campus and ask to take an ESL placement test. Then do your absolute best (it matters). There are no new classes starting until January (the semester just started), but you could look for church classes to fill in the time gap (I see lots of churches in Ffx right now with big signs outside advertising ESL classes).
