Have done a quick google search but am not finding the info I think I need - looking for what state agency might have oversight or regulates local municipal utilities, in my case local water dept.

I need to approach my local city about variances in the monthly water bills, and based on phone calls I've had i'm not expecting the in person visit to be any better.

Little background - receive a bill for month A, higher than previous but go ahead and pay it. The next month the bill comes again higher than previous, seems odd. I then noticed that on the monthly usage graph, that shows the entire year, that the previous month usage doesn't match with what I was billed for in that month. This has been going on for 4 months now. In speaking with neighbors some of them have also noticed an issue.

The city recently implemented a new billing system and my feeling is that they still in the learning curve phase. But when the monthly bills are going up anywhere from 30-60 per month, something is wrong. Also the fact that no one can offer a explanation as to why the monthly usage chart doesn't match with what has been billed.
