I'm starting a new job at the location below. Any tips for parking? I was thinking about parking at a neighborhood instead of garage parking ($11 a day, yikes!) but that doesn't seem possible since it looks like I will need a parking permit.

Did you ask your employer about the parking situation?

THIS or take the metro - that location is accessible by train which will still be $10/day but perhaps less stressful.

OP, if you sign up for monthly parking, you can usually get a better daily rate.

Ballston Metro is a several minutes walk from there, but I probably wouldn't want to walk that distance in a driving rainstorm. Still, if you live somewhere near the Metro it might be an option depending on weather, cost, walkability etc.
