I wouldn't call The French Hound a bar, their bar has 5 seats. It's a restaurant.

Goodstone Inn? Not a bar. Washington DC Luxury Resort | Goodstone Inn & Restaurant

Red Fox Inn, restaurant, not so much a bar.

Side Saddle is not a bar! It closes at 7:00pm! Side Saddle Cafe | Fields of Athenry Farm

The requirements were "small" and "quiet". All four of those meet the bill. All have a bar, and seats in front of it. Hours of operation was not listed as a requirement.

I know of a great number of good bars that are exactly what you're looking for but I can post here. The Russian Intel agencies comb these forums for PII of federal employees hoping to land the next Snowden.

We always loved Jimmy's Old Town Tavern in Herndon. We were regulars. Such a good non-pretentious vibe there. Not sure if it's still in business or has been replaced by a McMansion yet.

Still in business, and my husband loves Jimmy's.

OP, a speakeasy may fit the bill. Small, intimate, and not overly loud. I know of two in Old Town Alexandria - PX and Captain Gregory's.

Yes, certainly still in business, and while certainly not pretentious, not what I would call quiet. Ice House Cafe, across the street from Jimmy's, fits the bill more.
