I'd say if it's a great career opportunity and you are ready for the culture change then go for it. Going from 100k to 130k probably doesn't fully offset the increase in COL but having your 200k house paid off to decrease your mortgage here probably makes up for it and presumably your salary will rise faster here. We love all that this area offers despite the negatives(higher COL, bad traffic).

A family of five in a townhouse could be tight. If you enjoy privacy in an outdoor space at your current home, it will be gone in a townhouse.

For a single family in Loudoun, you'll want to afford $600k+. I'd want more than $130k to make the move worth my while. Traffic in Loudoun sucks, so you'll want to strategically look for a house with a smooth ride to your job, which can alter your housing prices too as they can vary quite a bit based on the community you are shopping. In some, $450k won't buy you a townhouse.
