Everyone uses the system. It would be hard to quantify who uses the system more? The stay at home mom that gets many deliveries each day and has a relatively safe country with pretty good emergency services and job prospects for her children, the daily commuter, Jeff Bezos?

Let's say that Amazon gets charged by the mile to make deliveries - that cost will eventually get passed to the consumer anyways in the form of higher prices.

Many countries already do this for trucks that put added wear and tear on the roads and Oregon is testing it out at the moment.

Many countries also believe that women are second class citizens. I do not live in one of those countries.

The only people complaining about the cost of the tolls were not legally permitted to drive on I66 during those times anyway.

Sure. The state implements the most expensive toll road in the nation - one with no bridges or tunnels - and everyone just thrilled about the "Improvement".

BTW still no toll roads in Richmond or nearby.
