Most solo drivers were cheating. VDOT estimated 40% of the traffic was solo violators. The cops used to sit at the exits inside the beltway (bc that meant you weren't going to Dulles). Anyone who had an EZ Pass prior now automatically gets charged the toll unless they hide it or get an HOV flex and try to cheat with it. If you don't have any EZ pass you automatically get mailed the toll and a fine based on your license plate.

When someone has an EZ pass set in flex mode it sets off a light on top of the sensors that go over the highway and so a cop sitting further down can see which cars are supposed to be HOV-2 and verify when they go by. Pretty basic really

It may have been most, as you say, I don't know. That wasn't my point. My point was that it was harder for the cops to know who is cheating prior to the change than it is now. The chances of getting caught are higher now.

Anyone who takes Metro knows that it is no picnic. Did that for years in Arlington and was not easy as 50% of trains were full and cost was till significant even for my 5 miles. As soon as company paid parking was put in I started driving. There is pushback on 66 tolls for many valid reasons.
There are tolls in Richmond -- one of the main commuter routes south of the James River is a toll road (Powhite Parkway), in addition to the Downtown Expressway, Boulevard Bridge, and Pocohontas Parkway.

Newport News doesn't border the Chesapeake Bay. The Chesapeake Bay Bridge Tunnel is tolled, and HOT lanes are planned for the upcoming expansion of the Hampton Roads Bridge Tunnel. Additionally, there are several tolled crossings of the Elizabeth River.

I see. That's all I got. I've been too busy to check the tolls online during those times. Why don't you try that?

Interesting stat from that first week - a grand total of 28 people paid that $40 toll that got so much attention. The average price each day was less than the $17 round trip that VDOT had estimated because the westbound rates are much lower than expected.

from my experience, the average east bound rates was about $19 and the average west bound rates was about $8, that's about an average of $27 a day
