What would be nice if they had a good express bus service to use this fast highway during peak hour - do they have any sort of system set up yet?
Both Uber and Lyft adds the tolls to your fare. I have had 1st hand experience with such trips on the Dulles Toll Road and Greenway (fixed tolls) and the Beltway (dynamic tolls).

If you're on 66 in Uber/Lyft when it's HOV2, then there are no tolls to add to your fare

If you get a motorcycle it's always free. It's worth fighting the cold for the money you save, plus in the summer it's just fun to ride.

Only true if there is a Flex transponder, and the driver remembers to switch it to the HOV setting.

True, I wonder if you can contest it if the driver doesn't and you get charged.

Contest what? Is there a law that requires Uber drivers to have a Flex transponder?

One big change are the hybrids not being free though. So people who had owned a hybrid and used 66 for years now are seeing their commute get significantly worse or significantly more expensive. I know people who are not happy about this.

Similar to 495 hot lanes, the police have scanners that can tell if your EZ Pass is set to toll or HOV. They look for the cars set to HOV and try to visually determine if they're violating.

I drove for Lyft and the transponder is not a requirement.

So.......if you don't want to pay the toll, sit in the "parking lot" that is 66. You do have a choice.

I pay $18 often to blow past miles of backups on the Beltway coming in from Maryland. It knocks 30-minutes of my trip home.
