Neighbor has the pipe jetting out almost 2/3 of his property towards our yard. Surely this isn't code.... Will Arlington county make him correct this?

**Look closely at the pix. The pipe goes all the way through the cinder block.

I would talk to your neighbor first and see what he/she says. If you guys can't come to an agreement contact the county and they will send out an inspector to have a look. The inspector will note any violations and take the proper steps get everything up to code!

Water flows downhill. I don't think it matters how long this pipe is extended past their property line.

Yup, except for a dedicated hose that empties in your yard that should be properly draining through pipes to the street.

So, if I understand this correctly, the pipe empties onto his property 1/3 of the way between the property line you share with him, and the property line he shares with his other neighbor? Unless the pipe is directly causing water to pond on your property (which would surprise me), I don’t see a problem.
