You're correct. It is the Post Office that is confusing everybody. Both the City and the part of Fairfax County called Falls Church are served by the same Post Office. That's why the address for those parts not actually in the. city get named Falls Church.

My daughter was born in Fairfax Hospital (back before it was called Inova Fairfax). When I filled out the form for her birth certificate, I put Falls Church, VA as the place of her birth since that was the hospital's address. Then when her birth certificate arrived in the mail to us it listed her birthplace as Fairfax County, VA.

I think that confirms what I said. They knew the hospital was actually in the County.
