It was the largest locality adjustment in the country and has been close for a few years running. That tells me that the cost of living in the area is going to do nothing but go up. Fortunately for me, I've already bought my house and this 3.52% increase only helps my high-3.

I'm wondering if Amazon's announcement to locate HQ2 in NoVA played a role in the higher locality pay? I'd imagine the cost-of-living in NoVA, which is already exorbitant, is just going to increase even further.

In any event I'm one of those who isn't benefiting from this "booming" economy, as I'm not seeing a pay increase in-line with what others are getting. With that being said that's on ME to fight harder for ME---not for me to begrudge others whose employers value their efforts more than my own does. I'm happy for anyone and everyone benefiting from these higher pay increases right now.

No role whatsoever. Locality pay is a formula. Read the President's Pay Agent Report and it walks through the gap. Locality areas with greater gaps (like DC) get greater locality pay increases.
