Eric Klinenberg was walking a design team around Brooklyn when they pitched him an idea called a “resilience center.” The building was supposed to act as a home away from home. There would be programs geared toward children and the elderly, with activities such as craft classes, book clubs and film screenings. There would also be free Wi-Fi, comfortable seating and coffee.

Klinenberg told the team they just described a library.

“It was weird because they basically just spent months reinventing the wheel,” he said. “I got frustrated about that because I love libraries, but the truth is that we live in a moment where a lot of people do take them for granted, and fail to recognize that we do have these things called libraries.”

Time on computers is limited to 30 minutes; computers are in an open space visible and thus porn would be a violation of VA Code §18.2-372 through §18.2-374. Fairfax most likely uses a proxy server which anonymizes individual users, destroys histories but blocks the known porn sites. The ALA has a protocol for this.

The other consideration is that with interest rates at historic lows, the county will not get better opportunities in terms of what it can get for its return.

The budget is less than $ 30 per resident. There are far bigger fish to fry than something taking up 0.6 percent of the overall county budget.

$30 times 1.1 million residents is no small amount of money. With the pandemic straining government budgets, finding every amount of excess can help. There too are a lot of other county services which are politically wasteful, but a topic for a separate thread.
