Are engine air filters or cabin air filters looked at as part of the yearly Virginia car safety inspection--safety not emissions? I say they are not, according to this website: https://www.vsp.virginia.gov/Safety.shtm. You have to scroll down a bit to get to this section: Virginia Motor Vehicle Safety Inspection Procedure. A friend of mine says that a person can fail a safety inspection if their cabin air filter or engine air filter is dirty. Which one of us is correct?

I could be wrong, but in all of my years (68) of having safety inspections at auto shops and gas stations, I have never had the inspector tell me that one of my air filters is dirty and that I will fail inspection unless I get it replaced.

Would appreciate input on the subject. Many thanks.

Cabin Air filter? LOL. No state cares if you are breathing in dirty air in your car. Tell your friend to quit believing everything they hear.

Filters are not safety equipment. A dirty cabin filter poses no risk to other people on the road.

That page also has a link to the official inspection manual. You'll find that nowhere in that 200+ page document is the word "filter" mentioned even once.
