It seems that it filters cold water only, but my question is: is there a need to filter sink water (for cooking purpose) in Fairfax county? How is the quality of water in Fairfax County?

Fairfax County water is considered to be good quality. https://www.fairfaxwater.org/waterqualityreport

However, if you live in a neighborhood where the water distribution lines were installed before 1986, it's possible that your water contains lead. If you suspect your water contains lead or other contaminants, you really should have it tested by a commercial lab before spending a lot of money on a whole house filtration system. Research your potential water filters carefully, as many do NOT filter out lead, chromium, etc.
