If he's going to ride Metro, it's a piece of cake.

Take the Blue line to Rosslyn, and either walk to the courthouse, or change to the Orange line and go one stop to the Courthouse Station.

King Street to Rosslyn is booked at 16 minutes per Metro. A change of trains and a one-stop ride on the Orange Line to Courthouse would add another 10 minutes or so. The walk from Rosslyn would likely be that and a little more, especially since it's uphill (and not just gently) all the way.

You can get good info on train schedules and run-rimes from place to place by using the Trip Planner Page on the Metro website.
