Is there an alternate roughly parallel free route? Seems like you'd really have to be in a hurry to pay such high tolls.

Sort of- Route 50, GW Parkway, Langston Blvd. They are far from gridlock free though during the rush hours and with the exception of GW full of stoplights. One thing people have to keep in mind is I-66 inside-the-Beltway was restricted to HOV only (well also Dulles airport traffic and hybrid vehicles- there was a lot of cheating though) inbound towards DC in the AM and away in the evenings so it isn't completely new concept of restriction and had been since construction in the early 1980s. They are just letting people have the option to pay a toll now for solo driving. Outside-the-Beltway is a different story- there was just one HOV lane in each direction.

Hybrid and airport traffic is no longer permitted unless they pay or meet the (new) three minimum occupants.
