This question is for someone immigrated to USA a few years ago (Green card holder), and he is in his early 50s. He is planning to learn English first, then possibly get a two year college degree afterward, he will see how it goes.

But the near term goal is learning English, ideally it is Government sponsored program (free or low cost).

Do any community colleges or some places offer English as Foreign Language program?

The Northern Virginia Literacy Council used to offer free ESL tutoring by volunteers. That has been reorganized
as the English Empowerment Center sponsored by the Fairfax County Government. Students do not have to reside in Fairfax County to attend. https://www.fairfaxcounty.gov/HSRG/p...IRGINIA,%20INC.)

OP - Instead of asking other people to do the google work for you; why not simply google it yourself? You'd get immediate responses, instead of waiting around for others to do it. It sounds like you haven't even tried looking.
