There must be places, as my office parking lot has tons of kayaks on the roof on nice days! I know that one guy in my office launches from Mason Neck, they rent them there too. Locateded in the southern part of Fairfax county...

I've rented kayaks and sailboats from Pohick Bay Regional Park. They also have a ramp so you can launch your own:

The boater's paradise in this part of Virginia seems to be Lake Anna. It's about an hour and a half away if there's no traffic:
Lake Anna State Park
There's also many places to launch on the Chesapeake Bay in Maryland that are an hour and a half away or less.
