I thought it had to have windows and a closet. A friend told me that you can call it a bedroom even if it doesn't have windows as long as it is a walkout basement. (The basement will have windows, but the bedroom will not.)

You can call it anything you want, but to be a legal bedroom you must have a window large enough to escape through in case of a fire. What if the fire was in the basement blocking you from the door or window that exits the basement?

You have to have a closet to call it a bedroom. Not sure about the window.

The basement bedroom has to have egress. This means either a door to the outside, or the window big enough to escape through (including a stair up if it's a well window), in the room.

and to clarify, it has to be IN THE BEDROOM...not in the basement as a whole. we built an office in my finished basement, which has a closet and a door, but cannot be a bedroom because it has no egress. The rest of the basement is a walk out, but not this room.
