The OP is under the impression that there is, or even could be, a master plan for Gary. Just my opinion but as far as I could ever tell, any master plan that does not include siphoning off large quantities of public funds will never see the light of day. I drive through Gary frequently and always have to sigh at the utter waste of capital in a place that should be geographical goldmine. The poor folks who want a better life are moving away if they can.
