How's the public transportation in Honolulu? Good, bad, or average?

US News Ranks Honolulu #10 in the US.

It really depends on where you want to go, on the plus side, the bus is cheap is frequent and goes all over the island, the downside it sits in the same traffic, you may not get a seat, AC isn't consistent, and most bus stops don't cover you from the elements (rain).

No - although they are building one from Kapolei to Ala Moana Shopping Center.

Phase 1 from Kapolei to Aloha Stadium opens in 2017 - Phase 2 to the mall in 2019.

Um... Pineapple Express I think there's one on Maui also and talk of an inter-island train once the $5,000,000,000 train for no one is completed. But the Bus is pretty good townside.

The bus is the best bet for public transportation. As said above you will be subject to the same traffic as everyone else.
TheBus - Routes & Timetables
There is a small gage train in Ewa Beach area. They use to run between the sugar plantations in the day. It does not go anywhere else, except the Ewa area of travel. Here is a link: Rides and Fares at the Hawaiian Railway Society
