I can't speak for island-wide or how the situation has changed (but I trust @whtviper1's take on things), but I've seen some pretty impressive encampments up in Wahiawa and in the North Shore. It seemed to be worse in NYC, so it really don't bother me here.
I was down near Honolulu Harbor the other day on Sumner St, next to the Salvation Army. There are some pretty permanent looking encampments down there. Mostly tents and tarps, but there was one structure made of pallets that looked like it had been there a while. I don't know anything about the city's policies on such things, but it appears that sidewalk "camping" is tolerated, at least in this area.

It is probably land owned by the state - one of the problems with the homeless sweeps is they move from city property to state property where the city doesn't have jurisdiction.
I haven't been back to Honolulu in 10+ years, but my very close friend that I speak to frequently keeps saying that the homeless situation is out of control.
Additionally, homelessness only went up 1% on Oahu last year - one of the smallest ever increases. I believe the crackdowns on Oahu are helping.
They're mostly being moved out of area A into area B. They have been trying to make strides to find permanent residence for some homeless, but I believe the number is still increasing, even in a "strong" economy. It will truly get out of control once the economy turns.
I have to agree. The city crack down moved them out of down town Honolulu and Waikiki.
The city set up small camps that help get homeless off the streets. Helping them get
Into Permeant housing. But it’s hard to find Housing that is affordable. The other homeless just move out of sight. Somewhere else.
Homelessness is complicated, and it doesn't help that politicians only care about getting the appearance of doing something.
Yes, they are just being moved from one place to another.

Yes and no. The women/family facility is full, but men's is never full, lots of vacant beds.
We have some very happy homeless, they are not looking for a home.
