At this point it is a matter of when furloughs happen, not if. With restaurants closing, hotels closing, flying practically shutting down, retail stores closed - what will the unemployment rate look like? 50% - perhaps more?

It has to be coming if they have any common sense. Hell, a bunch of their workforce is "working" from home already. I'm thinking the reason why the state didn't follow the fed in extending the tax deadline was because cash is really short and they wanted payments in by april. Both 2019 return payments and 2020 1st quarter estimated payments

The tax deadline has happened. July 20, 2020. This is problematic for states (at least Hawaii) as the fiscal year ends June 30 - there will be a lot of financial analysts working a lot - complicated to explain, the new Fed deadline is problematic. Accountants will know what I mean.
Suffice it to say many State/County working "at home" aren't really working "at home" - hopefully this ends sooner than projections.

Hawaii finally changed it after A LOT of pressure on the governor and the state tax office. I'm not the super duper most well connected person in hawaii, but I will tell you the governor felt the HEAT on this issue. This and the shelter at home. He literally announced shelter at home 2 days after he announced the airlines restriction, which goes into effect at a later date. lol

From a practical perspective - I don't remember the criteria, but many Hawaii returns require the Federal return to be submitted with the State return so he didn't have much of a choice

Technically you could draft (and essentially finish) the federal returns to attach to the hawaii ones.
Alternatively, you can extend your hawaii tax return to push the filing date out to October. Gives you plenty of time to file after the federal return in July.
Acknowledging that police and fire are union (among other critical services) and critical services, what functions would their unions provide during this restriction that are critical? Especially services that couldn't be done over the phone or "from home." That's the disconnect for me I guess.
Child Protective Service State and Union. They are deemed essential work, front lines usually during investigations. My Wife can work from Home, and does. But they still have to go and do monthly Visits??

Does the union have to do this? I know that CPS case workers go out on visits, but I don't see how that's tied to a union function. Realistically, the union is there for grievances, to lobby, and to negotiate contracts when contract time is up. I am just failing to see how those are essential functions/functions that can't be accomplished over the phone

The Union does not do much like you said. But Someone high up in the chain of Command said they were essential. My Wife's supervisors still want the monthly visits completed like a normal. And not just phone calls. Under these new conditions under the Corvid-19 virus.
A mainland family who took advantage of the cheap airfares to Hawaii found themselves being victimized for it in Waikiki on Wednesday.

If you arrived Wednesday, no quarantine. Quarantine for arrivals starts today, practically all international and mainland flights are cancelled.
Stay at home allows you to go outside - take walks - go for a run - you are supposed to social distance with strangers. You can even surf or go in the ocean - but otherwise the beach is closed.
