Demolition by Neglect is a sham as it means there is no Code Enforcement! A neglected house doesn't just "fall apart" all of a sudden -- it takes years of neglect by the owners (and a neighborhood and community watching it happen).

Also, most local governments have housing departments that offer programs to repair homes if the owners can't afford important repairs to the roof, foundation, etc., so not having the funds for repairs is not really an excuse anymore. Even more funds are available to help historic properties that are listed in cities that are Certified Local Governments in Florida.

Progressive cities violate the owners and if they don't fix it, and start a running fine. If an owner is so negligent that they would allow (esp. a significant historic property to the community) for it to almost become unsound (after years of a running fine), then the city has a right to impose a lien from the fines -- and then foreclose on it, to save the house. The house then is sold to a new owner with a covenant that the new owner will restore it (within a specified period), thus saving the home for the community.

Mental illness in North/Central Florida is another story. People believe their family property is worth bazillions! But if true, why wouldn't they maintain it to sell it later at it's true value?

No such thing as demolition by neglect?
Then please, by all means, inform all the preservation societies in the US that use the term. :/
