Warning about published price increases. These are 'average' increases, and the decline in low end housing and foreclosures are a big factor in the increase in 'average' prices. If seriously interested, have an agent give you a CMA based on non-distressed sales in a particular market and you will see the actual trend.

Now, when you buy new, odds are you will be upside down on sale price vs actual market price. Just a fact of new home sales, especially if buying in a development where the builder is still active. If you can find a relatively low age home in the same market, better deal market-wise.
