They are both fine places. Go with Bartlesville to be closer to your friend.

For your budget, Bartlesville is most likely to be a better fit. I doubt you can find something safe and suitable for less than 700 in Jenks.

I've been out of Oklahoma for a few years now, but I still have lots of family and friends there. I go for visits now and then, last time in 2010.

Seems to me that Jenks, while a nice town, has gone through a lot of gentrification the last few years, and that has driven up costs of housing--buying OR renting. According to this very site, average house prices in Jenks are about $70,000 over the state average. Jenks is also a smaller town with under 20,000 people.

Bartlesville has closer to 40,000 people and is far less expensive.

I do think Jenks is pretty quaint, but it's really just a far south suburb of Tulsa. Bartlesville is more like its own town.

I don't know if this helps any...personally I like B'ville, because it is less like a "rich folk wanting to get out of Tulsa proper into a bedroom community" but aside from price, Jenks is liveable as well.

Jenks is far south?

Seriously it would be difficult to find something in Jenks for under $700
