Why do laws have to wait until November to go into effect? This is not an anti or pro texting post, but a legal question. Looks like if something was deemed dangerous to the public, if would be enforced upon signing.

It gives the media a change to inform their readers. And it gives the cops the ability to stop and inform. More than anything it gives the people a few months to read about ti and talk about it., but it will not change anything quickly. This is not the same as pulling drain cleaner off the shelves in every store within 24 hours, or throwing out all Blue Bell ice cream because it was contaminated by Listeria. .
